After decades of severe drought, it has caused great poverty to the society. Shortage of water is an overriding problem and the population has to pay to use the toilet. All toilets are owned by a private company, which earns a fortune through bribery, corruption and monopolization of city toilets. We meet, amongst others, a sturdy police sergeant and his assistant, who maintain order and send the disobedient - those who fail to pay tax and pee in their pants - to Urinetown, which in reality is equal to being thrown out of a skyscraper. A rebellion is imminent, an impossible infatuation seems inevitable and a struggle for the right to pee in the name of freedom becomes a leading necessity.
